3LM0 is a robot. Created by Zeta Labs, Inc. in the summer of 3003, his job is to put down the rebellion against the Zetaean Empire by the Rylxian Commonwealth. It's highly unlikely we'll ever get around to that, what with all the Loch Ness Monster attacks.
